However, even if individual contaminants result in a hazard quotient less than one, contaminants that affect the same target organ are assumed to have additive toxicity. Therefore, the target hazard index (sum of hazard quotients for contaminants affecting the same organ) should not exceed one. Remediation levels for non-carcinogens should therefore be concentrations that, when added together, would not result in a hazard index greater than one. See Section 6. 3 for examples of how to set a target hazard quotient.
