The National Foreign Language Center (NFLC) is dedicated to promoting a language-competent society by developing and disseminating information that informs policy makers. The mission of the NFLC is to improve the capacity of the U. S. to communicate in languages other than English. We implement that mission through intensive and innovative strategic planning and development with globalized institutions, organizations, and enterprises throughout the United States.

Working with the National Foreign Language Center at the University of Maryland, NSA/CSS established STARTALK as a first-rate academic program that attracted the participation of top language educators across the country. Since its inception in 2007 the STARTALK program has awarded over 1000 grants reaching approximately 58,000 student and teacher participants with programs in all 50 states. In order to make these programs available to everyone, they are offered at low or no cost to participants with some of the programs granting college credit.
